A Simplified Version of the Electoral College vs. the Popular

There are four states in the country of Rectanglia. Rectanglia has 100 voters total and allocates
1 Electoral College Vote for every 3 voters. The winner in of the four states takes all electoral college votes for that state (Winner-Take-All). The real US Electoral College is of course more complex, but this serves the purpose of illustrating how the electoral college works.
